Probably maintenace, the order tracking part was down earlier due to 'periodic maintenace.'

Edit: whats the time in the US?

Edit 2: US store isn't down, probably nothing important then.

Yeah sotware download has been there a while, and so has the timer. Only new thing I can see is a slight facelift on the order status pages.
