HomePod and music sub question

I have a few homepods that I want to pass on to someone in the family.

I am the apple one family subscriber and the person I want to give the homepods to is part of the apple one family sub (invited)

If this person registers the homepods on their account, can they play music on them or do they need to be the primary subscriber to the apple one plan?

They can use it to play music either via Siri or phone
