Horrible exchange, ISP recommendations?

BT and Virgin are substantially higher than TalkTalk and EE, but I'm guessing that has something to do with providing a better overall service. What about EE? I can get unlimited for £2.50/m due to having an Orange contract. Quick look on the TB forums reveals that Orange throttle, which isn't good.

So, the task is to find an unlimited ISP including rental for sub £25. Any recommendations?

Long story short, the blackfriars exchange is irritating (for my postcode anyway). I originally placed an order with Sky for fibre, but was told less than an hour ago that the order is cancelled and we can't get fibre.

Why - what's the problem?

Alternatively, if you can't get Sky FTTC or VM Cable - then go for Sky's LLU (ADSL2+). No caps, throttling, port blocking, download limits, etc.
