Hi guys, just need some tips realy on how to properly sort our connection out,

We are getting 20meg virgin in our houseshare between 4 of us, say for instance maximum we get is 1mb/sec, we want to share it 250/kb to everyone never less never more, what are good ways of doing this? and is it possible if someone has no connection to the router, to allow the others to be boosted another 100kb each. Thanks in advance.
 
A router should split the the connection between all of you.

But why would you want this? If you're downloading videos or something and you're mates just looking at a website surely you'd want that bandwidth until he starts using it.

I could be wrong but the way a router/switch works is it gives each client a turn on the connection for a given amount of time then moves onto the next.

Think you need a special switch (not a bog standard one), we have a multi-tennant and load balancing switch, guessing you don't need the load balancing part. But it allows you to program what ports get what speed, and each is it's own network.. so there's no way of your housemates getting onto your stuff remotely and vice-versa.. not sure who made it.. think it was Planet, but was a few years ago.
