That would explain why Win 8.1 is just as broken.
It's likely a knock on related to Microsoft firing thousands of dedicated testing staff back in mid-2014...
And Colombo is right, I do tend to keep my ear to the ground on this stuff, managing the updates and build images at work. Good detective skills there.
