How can EE be so far out measuring my Data usage?

This month I've noticed that my allowance has gone a lot quicker than usual despite my usage being similar. Usually EE is a few hundred Mb out which is fine, but they're about 2Gb off!

On the 19th of this month, 1.5Gb off...

Today it's gone down by another Gb after using only 600Mb

I reset at the start of the billing period to keep things simple, I know that packets lost or retransmitted still count as I have a basic understanding of how the usage is measured but is it worth raising because I am probably going to end up buying a package to get me through the rest of the month. The previous month I still had about 2Gb left at the end of the billing period and usage has been the same!
 
Not impressed to say the least. But with my allowance, I don't think I can be bothered to call.

If Janesy does, I'd like to hear their excuse.

Mine is normally fairly accurate, though this month is exceptional.

I'm a bit more persistent, I'll give them a call tomorrow. I've only used half my allowance, they think I've used over three quarters, it's not right - last month it was only about 10% out.

Telling me to change to Three is no help at all because 3G coverage is poor to non existent where I spend most of my time (I have signal but can't connect to anything) and I've solved it by switching to 4G. I'm happy with the service and 5GB is enough, when it's measured properly so I need to complain rather than cancel.
 
I spoke to EE and after 30 odd mins arguing the toss I go nowhere, that said I 'ran out' of allowance 2 days before it renewed and could still use whatsapp etc fine and nothing extra has been charged so it's all good I guess.
