How can I make all my files read only

For example, is it possible to make a vista user where they can only view specific folders across a number of different drives with access restricted read only - and they can't simply right click and update their permissions to full.
 
Way i would do it is set up another user. Right click on folders you want to protect, go to the security tab and edit the settings so that that user only has read access. Not sure about protecting the settings themselves though... i assume if you create a non administrator account they don't have access to those settings? (EDIT - a guest account has no access to settings, so enable the guest account then set access permissions and lock your account with a password possibly?)

I'm not on Vista at the moment so I can't check but the other user accounts will have to be non-administrator accounts otherwise they can change whatever permissions they want. ;)
