How can I permanently remove language bar in WinXP?

I want to remove the language bar "EN" icon that appears next to the TaskTray. I repeatedly right-click and untick the Language Bar option, but everytime I restart Windows it reappears.
I thought it was my dodgy WinXP installation but it happens on my PC at work too.

Right click the actual icon (not the EN). It's white, a box with an arrow. Select Close Language Bar. It should prompt you with a message and a checkbox to not open it again.
