How can i permanently set my fan speed lower

I've got an arctic 7 cooler, but the fan always funs stupidly fast, and loud, but i can get pretty much the same perfomance on say 60% using speedfan, which is great, but how do i set the speed permanently?

What motherboard do you have? You can set the fan speed in the BIOS.

well you can use speedfan to set it at 60% the whole time, or just limit it to 60% max, on speedfan just set the temp sensor you want to use as automatic control, set the fan speed to say 25%-60% and then tell it to automatically adjust fan speed

ok thats done.. how can i make sure that speed fan always runs in the background?

in one of the config screens tell it to go to the tray on close, put a shortcut to the exe in your load on start up bit

You need to Copy a Shortcut of Speedfan.exe and put it in your Startup folder.

If you mentioned your OS, I would tell you where as its little different in Vista.
