Usually Vista places directories in flash drives as a Public Zone and if your system is setup in your network places for sharing. and you share pictures and music in your Public folder will place folders automatically sets these temporary directories Saving you time creating them and quite logically sving you the effort.
To avoid this place an application on the key like Keysafelite which creates a secure zone and enables you to setup a public zone of you own. Keysafelite will partition and format the flash drive whereas if you format it with Windows you will end with a *.tmp file on the flash drive and windows treats it like part of the system. And the system thinks you will want place media files on the drive because it is in FAT format.
