How can you find what a file is that has no file type designation?

I have a file in my documents folder called "New foldertest". I have no idea what it relates to but from the name I guess it was a file I created to test something a while back! It has no file type - its file type is just listed as "file". I would like to delete it, but preferably would like to check what it is first. It is fairly large at 20, 141kb. I have tried opening it in a variety of applications to no avail. Is there any kind of tool I could use to suss out what this is?
 
Open it in notepad, it may give you a few words near the top or bottom relating to the application it was created in.

(Logic was that a file with "Folder" in the filename would unlikely be a bespoke file and more likely to be an archive made from a folder, possibly with the auto-filename suggestion left at default. :D)
