How did BT get so bad?

It'll be a costly 09 number and he'll likely get put through to an Indian callcentre, unless that policy has been changed.

As for the ping, 24ms is nothing special. I've gotten lower than that prior to the ADSLMax\LLU rollouts on a 1mbit service...

I remember I used to pull ~20ms pings with Nildram back in the day. Typically about 40ms now, or 60ms with interleaving on :(

Before ADSL (in Uni) I used to get <10ms on JANET :D

I've tryed this before a load of times. Virgin Media refuse to speak to me because I am not the bill payer. The bill payer refuses to speak to VM because and I quote "you're a tennant living off of benefits AND getting free internet access. This is not my problem, tough".
