How do 3 block you from Tehering on PAYG

Been into a 3 store and they say you can't tether on PAYG phones. How do they stop you exactly, is it in the firmware on the phone?

If you have buy a Sim Free phone not from three does that mean you can tether?

During the short period I used 3 I got full tethering on my iPhone (wifi, Bluetooth, USB) on a pay and go sim. I was also told it wouldn't be supported. Weird.

they do block mifi's on the all you can eat sim now.

Not tethered for a week or so but last time I had no problems at all tethering my Xoom to my Monte Carlo on 3 PAYG.
