How do HMRC justify it?

We've had our wedding photos sent over from New Zealand on a USB stick which cost about $15 NZD (£7).

We've had a letter from royal mail asking for £27.90 for our parcel. £14.40 of which is VAT.

I cannot understand the logic!

/rant.
 
The wedding photos were done free of charge from my wife's sisters partner. The only cost was for the USB stick.

OK, what site would be best to set up a free account that's accessible worldwide and so that they can upload RAW files?

It wasn't a commercial anything though, it's family who have taken photos at our wedding, no charge, no contracts, nothing, just their photos that they took at our wedding on a USB stick so that i can edit them myself.
 
I'm just letting them send it back at their cost and i've set up a dropbox account now to sort it out. It's just hard to justify how they can work out that a 16gb USB stick is worth over £70.

It's not like it's easy to claim the charges back either, first you have to find a code for the item, which could come under many different ones in a PDF document of over 900 pages before you can even speak to somebody on the phone, i can't be bothered with all the hassle, so they can send it back at more cost to them.
 
It's not about the cost, it's the principle. I'm trying to figure out how they work out a 16gb usb stick that cost less that £10 can warrant VAT of £14.40
