how do I burn this to DVD for playback in my DVD player?

I have the follow files in a rar file.

After extraction, how do I make this a valid DVD with Nero?

Open Nero and choose NEW>DVD Video.
You should notice a blank layout for a new DVD. In there will be a videots folder. Drag&Drop your files into it. Burn and you should be done.
