How do I control PWM fans?

I have two PWM fans on my case side panel plugged in to one PWM fan control socket on my mobo using a PWM splitter. Both fans twitch every few seconds as if they are trying to start. I can't seem to get Speed Fan to make them do anything...I might be doing something wrong on that front though.

I would like them to just spin at a set speed the whole time as they are just to shift cold air in from the bottom.
 
I don't think you can do that since splitting the connection results in them not receiving enough power. To confirm, try connecting one fan to the PWM socket (without the splitter) and if it works then you know.

I just use a fan controller but absolutely regret purchasing a dumb controller that cannot receive control commands from Windows. It can only be controlled by the front panel, which wouldn't be an issue if it weren't for them turning on FULL BLAST every time it wakes from a sleep state.

I actually solved my problem

you need to set the PWM control in SpeedFan to manual as shown below then you can simply adjust the % in the main window

Can you not use the mobo to control them via its software, as l can with mine using Fan Xpert 2 in Asus AI Suite II works very well even on non PWM fans.
