How do i disable the speed throttle options on amd cpus

i have a 890GPA UD 3G GIGABYTE BOARD with a 2.8 X6

Now i have disabled cool and quite and C1E but still cpuz shows 800 mhz. its when the cpu is under load that it hits 3.0ghz (ive ocd)

rest of rig

As above with:
1600mhz hyper x
akasa freedom tower
250gb hdd
samsung dvd-rw
stealth extreme 2 500w

whats wrong with turbo mode?

my 1055t cpu is stock now but i tested a quick oc changed to 220fsb and got 3.6ghz easy, on load it went to 3.6 and on idle it saved power, heat, noise and wear and went to 800mhz

on games it made no difference
