how do i do that in photoshop?.... i bet it's something simple. but if you dont know you dont know :p

and how do i get the lines like i have seen in many sigs

Top one:

Background bright orange

Vector shape [or standard shape, so a rectangle which has been transformed] of a parallelogram in lighter peach colour. Duplicated, then moved across several times, evenly spaced.

Top layer. Gradient, bright orange to transparent opacity giving the impression the lighter blocks fade away.
 
Bottom one:

Just a custom pattern i imagine. Try making a 10x10 block, colour in some pixels and then define pattern under edit.

Get a new bigger canvas, 500x500. Fill it with your new pattern and see what it looks like.

The pattern there has a transparent background so he can apply it to any image and get that effect.
 
make a new image about 10x10 px

when you have that then go to edit>define pattern

on the sig image, on the layer you want, go to layer style>pattern overlay>choose the pattern you made

Although people have suggested creating a 10x10pixel document and drawing a stripe across it, just experiment! I usually create a 4x4 document and put a few dots here and there, or a stripe, or whatever and see how it turns out, sometimes your own creation can be more effective or more fun.
