How do I edit a gif?

I want to put a new face on a gif I've got.

The face doesn't have to move at all, but I obviously want the rest of it to carry on moving.

Photoshop can save animated gifs - http://www.creativetechs.com/iq/build_animated_gifs_in_photoshop.html

IIRC Fireworks can too. If you have neither of those the GIMP may be worth a shot, but I've never used it.
