How do I find out what is downloading on my pc

H, I use Win 8.1 and according to Netmeter something is downloading on my pc. I quit all the programmes that I use Steam, Origin etc rebooted my pc. Is there some way of finding out what exactly is downloading?
 
I checked in Resource Meter and could only see Sab.exe was downloading the test file I ran to see for you.

I could not see the file name.

Do you mean the program or the file incoming?
 
^^ It will not tell you what the file is, ie "Batman 1080p.avi".

If the more powerful Resource Meter does not nor will Task Manager.

Just doubled check there and neither will tell you and looking at HDD activity will not name file either only what Process is using it most like say Sab.exe.
 
netstat -b in an elevated command prompt will show you everything that has an active internet connection - kill all the tasks you know are connected and see what it lists.
