Check your BIOS settings, you can probably enable 'quick boot' or similar that should avoid this check screen. A format shouldnt effect that screen appearing though, or is it a dedicated controller card?
By any chance did you change ports or add HDDs? This looks like a HDD controller so you should be able to alter it's settings on their own and they're probably not part of the BIOS.
You may have installed controller software for windows since the reinstall which is why this is now coming up, don't remove it but check the settings in it.
Disable the ASMedia Sata controller in the bios, that is if you haven't got anything connected to it. If you have got something connected to it look to see if you have another port you can connect it to so you can disable it(ASMedia controller) and still keep your Sata device.
