What's the point in doing it that way? It's much easier pressing F8 at boot up. ;)

i think that doesnt work with some pcs, it definitely doesnt work on mine, ive hammered f8 on start up and its never gone into safe mode

You might have an 'F Lock' key on your keyboard which you need to press first.

F8 is the standard OS default to boot any Windows NT OS into safe mode and will work on 'any' machine unless your BIOS does not support I/O from a USB device until OS level 'or' you have an F lock key.

yeah i agree its a good alternative. reason i say this is some pcs dependant on how old they are wont let you do this if you have a usb keyboard plugged into usb and not ps2 port. tried it myself on a pc and was annoyed it did this
