How do I make UT2004 play a sound when I've hit an opponent?

Hi,

I've downloaded a few UT2004 videos showing the skills of top players around the world. In some of the videos, a sort of beep sound is heard when the opponent is hit by a bullet or whatever ammo it is.

How can I add this feature to single player mode?

It's working in Instant Action. Just need to figure out why I have all weapons and health when I start.
