How do I manually delete a windows account?

As per title

The account doesn't appear in the user accounts section in control panel. How can I delete it manually?

Confirm your logged in as an Admin.
Try right clicking My Computer and choose Manage or in thr run box enter 'control userpasswords2'.
If that also is missing then there must be a policy of some kind that removes these functions.
