How do I move my steam account on to another drive?

I've got a SSD and a HD in my PC and I have Steam on the SSD. I would like to move Steam over to the HD, can I do this and how?

Install steam on the new drive, then copy the whole steamapps folder over (steam/steamapps). Or just copy the whole thing, it doesn't really matter.

Just copy and paste it all (the whole lot, you don't need to install Steam from a download and copy just steamapps), run the exe from the new location, it will do a quick update and then be fine.

Steam's great like that - after a Windows reinstall, just open Steam.exe that's on another drive, and you're all good to go!
