How do I Overclock my Pre Binned CPU 7800x

I bought the Pre-binned CPU 7800x which should be overclocked already at 4.8 GHZ but my BIOS is only showing the standard 3.5GHZ.

I have the follwing hardware installed:

Windows 10 64bit
Intel i7 Pre-binned CPU 7800x
Corsair H150i Pro
Asus ROG Strix x299-XE 2066
G.Skill Trident Z 4133 x 2 8192MB
