How do I register a .ae domain name ?

A friend is starting a company in the Arab Emirates. He has a company being registered out there as we speak and wants to buy a .ae domain name.

Does anybody here know who the 'nominet' equivalent is for .ae and also if there are any restrictions on ownership ?
