how do I scan for wireless connections?

Ok the shopkeeper below me has just had broadband installed and it using a wireless router.

He has asked me to try and access his connection as he can find mine but I have security set up and isn't sure if his is or not.

So I am connected to a wireless router via an ethernet cable(wireless for PS3)

is there anyway of doing this?

yes i have a wireless dongle.

I used inssider last night but all it does is find networks, how can I access them.

I tried using the dongle but windows tells me it's disabled.
