Definitions of UPnP on the Web:

* Universal Plug and Play is making home networking simple for users. UPnP offers network connectivity of PCs, intelligent appliances, and wireless devices. UPnP leverages TCP/IP and the Web to enable control and data transfer among networked devices in the home and around the home. UPnP technology can be supported on essentially any operating system and works with almost any type of physical networking media - wired or wireless

Have you tried using the test my connection function in Utorrent?

Also I have to ask, you haven't set some max download speed caps in Utorrent? There is two places where you can restrict your speed, so check both.

I take it that other downloads like FTP, web etc all goes fast?

i have UPnP enabled myself as it made making torrents work properly much easier. With it enabled my router detects when utorrent trys to establish a connection on my torret port (49153) and allows connections through on that port.
