How do I setup a separate User without app sharing ect...?

Hello I recently received a gaming laptop and my partner would like her own user account for her own personal use. I went to create her one today but it looks likes we share the same apps, when we dont want to. Is there a way to create another login/user without using each other apps ect... like a fresh clean new user to start from scratch and nothing on it?

by default program files & programs are shared, guest account may work but i think by design windows will always share apps as unlike linux there is no usr/bin folder

its not like you are sharing the same data its only the exe that shared what is the issue with that?

Alternative install apps as user only mode

any idea how to get the mode back, think I ticked a box to not ask me anymore .
