how do I stop child using the printer?

Could be way off the mark here, BUT assuming its a wireless printer or network printer it must have an IP address or something, couldnt you just disable that address from your childs login?
Also couldnt you just disable the printer in device manager, or block the driver from loading unless you need to use the printer?

Control Panel\Hardware and Sound\Devices and Printers
Right-click the desired printer and click Printer Properties. Click on the security tab.
You should see some/all of the following entries:
Everyone
CREATOR OWNER
Antineo69 (<computer name>\Antineo69)
Administrators (<computer name>\Administrators)
Obviously the third entry will be whatever username you use to log in.
Click on Everyone and remove the check mark next to Print in the Allow column.
If you want to give specific users permission to print, click on Add.. and type their username in the box that appears. Then click Check Names and click OK. You can then add a check next to Print for that user.
