Can anyone tell me how to once and for all get rid of the English (United States) language been available on my input methods as per below?

I have gone through every regional setting, language setting, location setting, and there is only ever English (United Kingdom) installed or available, yet the US option keeps coming back and often is selected. Not normally a problem, except when I use a password with @ or " in and then they're swapped.

What is set as the Windows display language?

My brother found a massive and really silly bug related to display language/input device which you might be falling foul of.
