How do I throttle downloads

Well, I guess it's my own fault.
I showed my housemate how to download big files and now they're going mad with torrents. It's constantly running and negatively influencing my internet speeds. I've told them to stop but it goes well for a few days and then it starts again.

Is there anyway I can throttle the downloads? I'm on a netgear router with 4 ports.
 
I doubt the netgear router is going to have the feature you need to rate limit an individual port. But if its your connection, and his not paying for you for it, disconnect his port?

I have just done so. Told him that if he can't be responsible or sensible, then it gets taken away.

Also just been looking at program called Netlimiter. Bit confusing by seems to be able to do what I want.
