Basically it's running toasty as it's passive. I use it for 2d only, so is it possible to underclock it so it gives off less heat? Will ATItool do this?

Try Rivatuner or Ati-Tool.
They both offer the facility, but some pieces of kit get all stroppy if you underclock them (most don't though).

Gave ATItool a whirl, it said my 9200SE is locked against overclocking, didn't mention anything about underclocking tho....
Still, I've taped a 60mm fan to the GFX card now, no way is it gonna overheat.
