This is the exact method they use at ZTE because ZTE engineers are terrible people but the majority of providers use either random or one time pad now so think big big big lists of numbers that have the IMEI code on one side and the unlock code on the other. Getting hold of these lists isn't too difficult if you know someone in the know who can steal it for you or you have a subscription to the unlock service of <handset corp here>.

If they can unlock your phone via app (Hello Samsung Androids) then it's because the designers designed it to unlocked and "fixed" it to be locked with a really small bit of code which is reversible - this likely won't touch your IMEI.

It's worth noting IMEIs arn't all that secret and IMEI cloning is the smallest of small issues (unless you're either in government or on the board) so handing yours over for an unlock code is fine.

The only real special flower is apple who send the command through iTunes.
