Typically these sorts of shots can be achieved using two methods... static shooting and mobile shooting. Mobile shooting is shooting from a vehicle - usually a car driving at the same speed as the other car, then you can use shutter speeds from 1/25th - 1/250th depending on bumpiness of road and the amount of blur you desire in the wheels. With this method the whole car should be sharp and you can get a large amount of background blur and wheel blur. Shooting statically you aim to keep the car in the viewfinder and pan across. Shutter speeds are typically 1/80th (lower for extra blurry) to 1/250th depending on speed, size and distance from car and also the length of lens. But in a 3/4 shot like this you'll tend to find the front corner of the car sharp and the rest blurry.
