How do you determine offset?

I've overclocked my i53570K to 4.6Ghz and it's cooled by a Corsair H60. But how do I determine my offset value, so when in 2D clocks (idle desktop) the CPU operates at a lower clock speed/voltage?

Also if I want to push for higher clock speeds (5Ghz) should I upgrade my cooler to a H100i?

I wouldn't bother upgrading your cooler as very few chips will hit 5GHz without extreme cooling. Not worth it for a < 10% boost over what you have now. Save the money for a new CPU in the future £80 on a cooler is the difference between a core i5 and a core i7.
