How do you do this to a picture?

It's close, but the one I showed is more like a cartoon with solid colours(although some colours change) and more sharp lines. Is it actually possible, or do you have to draw the image out in vectors over the top?
 
Looks like Rotoscoping to me. I'm sure I've seen tutorials for rotoscoping effect in CS2 somewhere *wonders off to google*

It's not really rotoscoping, as that's an animation technique. Unless you're associating the style with the rotoscoping technique used in A Scanner Darkly? That is more similar as it was vector-based.

'Vexel' is the term sometimes applied to the style.
 
Defo looks like vector drawn. Probably traced over manually using software such as Adobe Illustrator.
 
Strange thing to say... but my Sony Ericsson W800i's 'Phot DJ' does summut similar!... I'll get an example up later! :)

Yes you're right. I was thinking of A Scannert Darkly (a film I really wanted to like ... but didn't - I think I need to see it again).

However, I'm sure I've seen a PS Tutorial on how to make your still look Rotoscoped. Cant find it tho :mad:

The only Photoshop rotoscoping I have seen is this:

Does this do what you want?

In Adobe Photoshop go to Filters > Artistic > Cutout

I took this image of mine:

and turned it to this by applying the above filter:

I'd be really interested to know too. My efforts are rubbish. I'm just using layers to draw outlines over sections and then colouring them roughly on a clear layer underneath, then layer another outline and so on. Pretty sure that's not how you do it though. A guy I used to know/still kinda do produced these:

I think 'find edges' filter will get an outline between areas of high contrast. Might need to convert the filtered layer to mono tho. Not got time to check it at work tho, soz.
 
I also think it was done with photopshop or illustrator or maybe both with the pen tool and also with tablet such as wacom.
