How do you find out if someone has a driving license?

Reason being I think someone has one but they've developed a benign brain tumor however it is affecting a few things and the government deems them unfit to work even though they can drive for hours on end with no issues seemingly. When I had a head injury I had to hand my license back in and retake my test. If the same happened they wouldn't hand it back so I need to find out because they have young relatives of mine in the car and they are the kind of devious people who would ignore doctors advice unless it gives them money (hence the benefits and the other person is their partner and 'carer' so you can see my dislike reasoning "in sickness and in health etc").
Basically if they shouldn't be driving and kill my relatives or another innocent I want to know. The DVLA has it free for you to check but they will not release driving license and national insurance number etc I can guarantee that.
Apologies if I'm sounding a bit uncaring as I am very emphatic however I know what these people are like and how they play the system.
 
You can report any motorist for what you believe might be a medical condition even including crappy night vision.

It's a bit of a scummy thing to do unless you are absolutely sure they are a risk because DVLA WILL act on it and require them to have a FULL medical.

This is just it. I want a check like if a car is taxed or insured. If nothing flags then fair enough I'll leave it there. No harm, no foul so to speak.
But it nags on me that if I don't say anything and this benign brain tumor gets worse and kills someone.... Their tumor affects concentration and fatigue etc from what I've been told - enough that they've never had to work since being diagnosed.
Could be serious but it could be nothing.
 
Rather than report them just don't allow any relatives to be in the vehicle with them. You know have a conversation about it and find out for yourself ask for proof if your that worried about it.

Unfortunately not possible. They don't have morals so a rational, honest conversation isn't possible. Believe me if I could just ask and trust the answer without any comeback for daring to question this I would. It's a really iffy situation that I won't go into. It would not look out of place on Jeremy Kyle.
 
You can do a DVLA endorsement check on *your own* license which I assume would show this sort of thing up, but you need quite a bit of personal details to do it. NI, license nr etc

Exactly - this is why I was asking originally. I have to have my license checked and shared for every driving job I do to make sure I haven't had it revoked and I have the correct categories on. But unfortunately they are not the kind of person who is trustworthy as they have had issues of harassment amongst other things with the police.
 
Guy at work had his license taken away same thing a tumour in the brain.However it never stopped him driving to his golf,trips to shops etc.Nobody reported him i think because everyone thought he had enough on his plate worrying about the tumour.

Surely having a license revoked for a reason like that is an inconvenience for him but it would be more of an inconvenience to a lot more people if he killed someone?
 
DVLA actually has an API that authorised companies can use to check licences, not available to the public though. :)

Thanks. I've passed the info on I had originally as no one could help further and it is anonymous so let the DVLA earn their keep. I was hoping for a simpler check as I wasn't changing anything - just checking validity.
 

It's the legality my friend. It's proof they could actually do it and know how to. Whether they do or not is up to them. I see idiots on the road every day. I have medical conditions and adapt for them.

Back to my point though, if their licence is revoked but no-one knows then they are still free to drive a car and I will have no way of knowing or finding out? That does not seem very proactive because if the car is legal then it won't flag up?

If that's the case then I don't even know why I wasted my money on a license.... If you never crash or get pulled over by a nonexistent police force you'll never get caught?
