Doesn't hurt to run "Hawaii Info" software and see if your chips are unlockable or locked. 
Mostly that ship has sailed. Some will still unlock, just very few.
I'd just buy the best 290 you can afford and not worry about it but as mentioned google "Hawaii info" there is a big topic about it, just read the instructions and check if its possible!
