To reboot, just go to start, then the little arrow on the far right and then select restart..
Or do you mean something else?

Well if you have a prepackaged deal, like from the globe of computers 
then one of the drives should be a recovery drive. It should say in your manual/paperwork just what to do.
With my girlfriend's laptop you press F11 or F12 when you see the bios screen, and it loads into a recover/reinstall system. Only problem is that many PCs vary, so it could be a different button.
Also if you don't have a recovery drive then you are going to need a CD.
