how do you reset the BIOS?

Open up the pc and take the motherboard battery out or use the bios reset jumper.

can you not get into the bios because it's password locked? (many people won't help you because with this, because you'd assume the system doesn't belong to you)
or are the settings not working?

in the bios, there's usually a setting to 'restore to defaults' or you can remove the battery (and unplug power) for 30 seconds ish, put the battery back in and power on

make sure you know what most settings should be though
 
As Bledd said. people wont prob get back on this.

But saying that, as bledd also said take the battery out, but it 30s if your lucky, prob is it can take upto 12 hours to reset ( on older systems).

Ive even seen Systems that use a PW on the PSU ( old packard bells :( )
so clearing the bios wont help here. but then if its that old... get a new PC :)
