How does a UPS with a dead/no battery behave?

I've been given (for nothing) an APC Smart-UPS 700 to take home from work, but when I apply mains power to it absolutely nothing happens.

Could the batteries be dead? If so, is it worth spending £50 or so on replacement batteries to have a working 700VA UPS?
