What do you mean by that?

If you just mean by the fact that the car is in colour and the background is in black and white then using a decent graphics programme such as Photoshop or The Gimp then you'll be able to lasso/select around the car and create a new layer, then to the lower layer desaturate it so that the car is still in colour.

If you mean drawing the car in a graphics programme then a lot of skill is involved, and if you mean the background being blurred then that'd more than likely be a filter used on the background layer you'd have rendering blur or highlights. :)
 
Mainly i mean the car's affect and how to achieve the look of the car etc , how would it be done? :P

Looks very much like the shape of the car and much of the colouring was done in a vector package such as Illustrator, or with the pen tool in Photoshop. Lots of individual paths joined together to form the image. Not a simple task, requiring talent and a lot of patience.

Then the image will be touched and finished off with various brushes, airbrushing and filters - such as the exhaust, disc-brakes and dirt. Again, skill required.
