How does the heater control valve work

Hi,

After measuring the heater control output I noticed that if you put the heater setting to 'coldest', you get an output of 0v. If you turn anyway between 'coldest' and 'hottest' you get a pulsing from 0v to anywhere between 12v, with the 12v pulse lasting longer on hotter settings.

My question is how does the heater control and valve work? Do higher heat settings induce longer 'high logic' pulses which in turn open the valve of the heat pipe for longer periods at a time? I don't understand it fully.
