How does windows 7 retail work?

I know with windows 7 retail you can install it as many times as you like but on only one machine at once.

Say I have it on my desktop and then decide I want it on my laptop, do I just install it or do I have to tell MS that I am changing computers.

If the hardware changes significantly, i.e. a change of motherboard, from the registered pc, you have to ring an automated phone line to get the license reassigned to the new configuration.
This ensures that it cannot legitimately be installed on two machines at once, so you would effectively be transferring the license from your desktop to your laptop.

as far as im aware you only have to uninstall it on the first pc and if you then stick it it on your laptop and it doesnt activate THEN you have to phone them up

This. Not so much uninstall, as format hard drive.
