Depends really on what your C++/C experience is like tbh! If you're good with either, then I shouldn't have thought it's gonna be too hard. The XBLA libraries are available for download from MSDN IIRC.
It's XNA that's available for anyone to use, but not free - there's a yearly subscription to pay too.
XNA is also not the full development libraries for the 360. Quite limited compared to the proper development system. Although updated version is due out soon to add more functionality to XNA.
