How hot is too hot (Rackmount hub)?

I've picked up a load of 16-port rackmount hubs from the MM.
One of these is unbranded, & has a nasty little fan inside (Chipset sized thing). This is sitting next to the PSU (Switching, 6/3v iirc), & there is also a chip with a large heatsink on the far side of the board. With the fan unplugged after about an hours operation, the PSU shielding & the heatsink are hot, but not uncomfortably hot to the touch, with the case staying cool.

Anyone care to comment on how hot is too hot?
I'm tempted to rip the fan out, it doesn't seem to be doing anything much more than making a racket.

Sitting under the telly lol.
I'd say a low to medium load, high in the evenings :) (Torrents, file sharing, media streaming to various rooms, 20mb net should give you a decent idea)
Room temp normally sits about 15-19 degrees.

The airflow it provides is TBQH peanuts, but I've considered replacing the fan, 40mm size sounds about right without a ruler. Having said that though, I've never found a quiet fan at this size, which is much of the reason I'm considering simply ripping it out.
