Is ram to fps in modern games ?

RAM never affects FPS as such, it just chugs your PC along. It also depends whether you mean SPEED or SIZE.
If you're talking about low speed then it will have an affect on FPS (probably quite little, but load times will be noticably longer)
If it's small size, then you will get choppy gameplay as the RAM has to offload data to disk (Far slower than just using RAM). People may see this as a decrease in FPS, but tbh it doesn't really count.

When you say fps, do you mean frames per second or first person shooters?
If it is the former then ram does not actually have that great an impact directly, at least not in the most common somantic way. Insufficient ram will simpley give downward spikes every so often, and though that would reduce the number of frames a second over any period it is more like exceptions to the number of frames a second rather than part of the description of it.
If it is the later, then sufficient ram is essential if one really wants to compete. These exceptions to the average frame rate occur most frequently when moving quickly. The problems of sudden stuttering in this case seem rather self explanatory.
