How is this number plate right?

Walking through Mayfair this morning I saw a Range Rover with blacked out windows parked at the side of the road. Nothing unusual about that in this part of London and nothing unusual about seeing a private plate on it, but this plate was:

007 007

I didn't have a camera on me to take a photo, but to the naked eye it looked like 007 007 with no funny spaced digits or letters made to look like numbers etc.

Since there are six digits it couldn't be a new style plate so must be of the form X12 XXX or else a "proper" private plate, but I've never seen one with so many zeros in or starting with a zero or made up of only numbers. Anyone else seen a plate like that? (It is on a GB marked plate as well but suppose it could be foreign)
 
I've seen something simular before. I think its a reg from one of the islands. sorry not much help.
 
Channel islands plates are numbers only.

Don't know if you can have one that starts with a zero, though!

if you know the right people and pay the right money most things are possible these days ;)
 
A boss at my old work had the number plate 00 33 88.
Was on an older style Lexus LS, actually the equivalent Toyota model sold in Japan as it was a Japanese import - not sure whether the number plate was anything to do with that.
